About Pollution Control Consent (CTE / CTO) in Rajasthan

Under the Water Act, 1974 and the Air Act, 1981, most industries and many service establishments in Rajasthan need the Rajasthan State Pollution Control Board's Consent to Establish before construction or installation, and Consent to Operate before production or operations begin. What is the difference between CTE and CTO?↓

Consent to Establish is needed before you build or install a unit. Consent to Operate is needed before you start production or operations, and it is checked against the conditions of the CTE. Both are issued by the Rajasthan State Pollution Control Board.

Does every business need pollution consent?↓

No. Units in the white category, which have negligible pollution potential, are generally exempt from consent. Most manufacturing units and many service establishments such as hospitals, hotels above a size, and workshops need it. We confirm the category for your activity first.

How is the consent fee calculated?↓

The fee depends on the unit's category and its capital investment in land, building and machinery, and is paid to the Board online. We calculate it with you before filing.

How long is a Consent to Operate valid?↓

Validity depends on the category; red-category units get shorter terms than orange and green units. The Board's consent letter states the expiry date, which we track and remind you about.

What happens if we operate without consent?↓

Operating without consent is an offence under the Water and Air Acts and can lead to closure directions, disconnection of power and water, and prosecution. It also blocks bank finance and government subsidies, which usually ask for valid consent.

We are in a RIICO industrial area. Is the process different?↓

The consent is still issued by the Board, but your RIICO allotment letter serves as land proof and some infrastructure such as common effluent treatment may already be available. We use these to simplify the application.
